Thanks to @andrewheard, this is a better solution to the GHA network failures installing SPM binary packages done in #11.
We're running the full matrix of 15 tests in 11 minutes instead of 13 minutes for 4 tests after #11.
The visionOS tests still seem to run, but may need to change to spmbuildonly based on actions/runner-images#10652
